pedestrian street zones, and Better Streets for Buses corridors, and relocates
those meters to high-revenue commercial corridors and side streets. Includes a
before/after map view, contract constraint gauges, and a baseline-vs-proposal
summary panel.

Scenario builder
Allows users to weight the same variables as the example scenario to explore
effects and create their own version. Adjust relocation scope, rate increases,
removal targets, job density weighting, and pedestrian street proximity.
Supports individual meter group relocations by drag-and-drop or zone selection,
and allows saving progress to resume later.
